Since the 1970s, as a result of the extension of territorial waters under the revised Law of the Sea, the importance of fisheries in the overall development of the African continent has increased enormously. Furthermore, during the same period, recurrent and persistent droughts have drastically reduced supplies of cereals, vegetable proteins, meat and milk. It has, therefore, become a major concern of national planners, together with their bilateral and multilateral partners to study ways in which fish could play a decisive role in promoting food self sufficiency and alleviating malnutrition. This technical publication addresses how best to achieve these goals with reference to West Africa. The general view has been that the goals can be achieved by: increasing fish production; improving postharvest activities to minimize waste and losses; and streamlining the old distribution networks to ensure supply to all groups of the population. Attention should also be given to improving the reliability of the domestic demand for fish and ensuring a better articulation of international aid programmes. Specific recommendations are made for the development of the fisheries sector.
