The USSR has considerable reserve potential both for increasing grain production and for making better use of the grain harvest. Production could be raised rapidly through increased and improved inputs of quality seed, fertilizers and machines. In addition, the great disadvantages of storing a large part of cereal production in the dry areas since the beginning of the 1950s could be reduced through alternative locations. The available grain harvest is badly utilized. High and largely avoidable losses occur during harvesting, transport, storage and processing. Grain is squandered in animal feeding. This is partly the result of a poor price policy.
