Thailand is in a transition phase between an agricultural-based economy and a mixed agricultural/industrial economy, and the associated structural changes that have been taking place are significant. In view of the changes, the Sixth National Development Plan (1987-91) placed considerable emphasis on agro-industry as a strategic sector for absorbing labour resources left unused as a result of the weakening situation of traditional agricultural products. Having presented an overview of the rural labour situation in Thailand, the paper describes conditions of employment and unemployment in the rural labour market. The wage structure in rural areas is outlined, and the importance of migration in facilitating additional employment in rural areas is stressed. Employment and income generation derived from postharvest and other non-farm activities in rural areas is discussed, off-farm income is outlined, production and use of CGPRT crops is examined, and the problems of CGPRT crop-based industries are discussed. Government policies and specific programmes aimed at improving crop production and processing are examined.
