บทคัดย่อ

Grain resources and how to use them.

The former USSR and its successor states are every year net importers of grain although their own grain production per head is much higher than in many countries. Great amounts of the grain produced are wasted, particularly in livestock feeding because of the shortage of protein feeds, the pattern of production among types of grain is not rational, the quality is poor, the losses in harvesting, transport and storage are high. There are also large reserves available to increase grain production which should be utilized. At the same time the present system of cereals procurement by state offices should be replaced by a free market so that producers have an incentive to intensify production.
