Since the 1986 introduction of Nigeria's Structural Adjustment Program (SAP), there has been a significant decline in household consumption. The general characteristics of African agriculture have rendered prices ineffective in boosting production. Poor infrastructure and extension, considerable postharvest losses, highly variable weather, and restrictive land-tenure systems all combine to render African agriculture in general, and Nigerian agriculture in particular, highly supply inelastic with respect to output price. As a result of general agricultural difficulties, as well as the new challenges posed by the SAP, the alleviation of food shortages has become an urgent national priority in Nigeria. Efforts to relieve food shortages are described, and a qualitative survey of mass farming undertaken in the town of Nsukka is presented and examined. The motivation to farm, the relationship between mass farming and food security, and related issues of social status such as employment are covered.
