Cereal production in the Groundnut Basin: the motivations and constraints of producers.

ABSTRACT :

 

Traditional cereals produced primarily in the Groundnut Basin of Senegal draw increasing attention in agricultural policy formulation. Government authorities declare a strong willingness to promote them at both the production and consumption level. For the different categories of producers, the importance given to cereals in the cropping system depend mainly on family status which also determines attitudes toward marketing. At the production level, numerous factors explain why productivity is in general so low that even farmers' consumption needs are often not covered. Postharvest constraints tend to reduce the competitiveness of traditional cereals with respect to rice in the consumers' basket. Consumption patterns depend to a large extent on human nature related factors which are difficult to tackle with conventional policy tools based on economic and technical incentives.
