Agricultural wages in Russia, which in October 1998 averaged 437 roubles per month compared to the official subsistence minimum of 1080, remain several times lower than in industry. Scientifically-based labour norms are essential to enterprises as a means of regulating labour costs, raising productivity, strengthening working discipline, and maintaining the wellbeing of the workforce. Recent decentralisation and weakening of the State's role have led to poorer coordination in this area. In reorganised enterprises of several different types, many worker-shareholders and employees may be disadvantaged as managements seek cost reduction. Studies in different regions of Russia indicate insufficient availability of normative documents and handbooks. The Agriculture Ministry's Central Normative and Research Station has, however, developed a wide range of materials, based on analysis of results of observations and taking into account the specifics of different agricultural enterprises. Publications so
far cover machinery repair and maintenance, livestock and dairy production on all scales of operation, fuel and fertiliser expenditure in field operations, postharvest crop handling, and labour and technology inputs for different crops.
